Getting a cat in Assassin’s Creed Shadows (affiliate link) is fast and easy.
All you have to do is to unlock the hideout, which happens early in the story.
Then you have to pet a cat or kitten just once to unlock it for your hideout.
In the hideout in the build menu you can choose the animals tab, and place your animals where you like.

I found my first cat in a back alley of the first town the game's story takes you, Sakai. Unfortunately there are no cats in this town's harbor, I checked. You'd think all the fish would lure them, but no.

One of the places which has many cats and kittens is Kano Painting School, west of Nijo Palace, in Kyoto in Yamashiro.
Lake Biwa also has an island which has a nickname "Cat Island".
